G183 does not apply then. G183 applies to:
"Colored text when color alone is used to convey information such as words that are links in a paragraph ..."
The role (link) of the element should be exposed and distinguishable (SC 4.1.2) and the focus should be visually determinable (SC 2.4.7).

Would the default browser behavior of changing the cursor to a hand on mouseover, coupled with the default browser behavior of outlining a focused link, coupled with the default browser color of blue for links (not focused), all be enough to satisfy 1.41. (g183) as visual cues for links? (thus eliminating the need for underlining focused or hovered links)
