I'm not sure I see that.  Since audio and video are both time based content,
video with audio is definitely included.

 

Is this better?:

Andrew, I agree that we need the equivalents that you mention. The problem I
have is with the wording of the sentence not with what we are trying to say.
It seems like we are saying 

1)      Audio with time-based interactive OR

2)      Video with time-based interactive

 

It needs to be clear that it also means:

3)      Video with Audio 

 

Perhaps we are saying that time based interactive includes audio or video
but I don't think this is clear. Perhaps something like this.

 

 

Synchronized Media 

1)      Audio with corresponding video displayed at the same time. 2) Audio
or video displayed at the same time as other time-based content and/or with
time-based interactive component that is required for understanding or use
of the complete presentation. 

Note: The "other time-based content" that the audio or video is synchronized
with to meet this definition does not include equivalents such as captions,
subtitles, or video description.

I disagree with that assessment.  Synchronized media  can be lots of things.
audio slide shows, audio with interactivity are also very common.  I don't
think that it is misleading - it is important since these are the key items
that require the equivalents that aren't required elsewhere.

The only thing that bothers me about it is the opening.

 

"Audio or video."  Most synchronized media (multimedia), I'd say 95%,  is
Audio synchronized WITH video. So placing the two of them at the front of
the sentence with an OR separating them is kind of misleading I'd say.
