Action item: liquid layouts

I had an action item

provide additional description for the liquid layout technique 
<http://trace.wisc.edu/wcag_wiki/index.php?title=Using_liquid_layout>. 
Please review the changes. The technique was accepted with this action 
item, so unless someone raises a flag the technique will be accepted 
without further discussion from the group.
