RE: Consistency review assignments

I have completed a review of 1.3.1. There were no identifiable
inconsistencies in the language in the SC the related "How to Meet" document
and the associated techniques. The only minor thing is that in the "how to
meet", the links to the techniques document are not listed in their order of
number (ie. They are listed H51, H39, H73, H63 etc...). I don't find this to
be a problem but I mention it in case someone else does.
