And now the actual W3C Markup validator, with the outline option active,
don't give outline:

So at now there is no tool of W3C that give outline (that also is a
requirement of italian law, the first one, and that italian law working
group delegate to W3C Markup Validator tool as the only official tool for
verify this...). I hope that who has decided this, has been a working group
and / or there was a discussion about this removal...
