Proposal for fixing guildeline 1.1

To address the comments to the list the following proposal was worked out by
some of the editors and is posted for consideration.  (a survey for it will
be posted tomorrow am in prep for the Thursday telecon). 

Below are the changes.   Attached is an HTML page showing the final result.


1) delete   "identify the non-text content and" from SUCCESS CRITERION 1.1.1

2)  replace    
". For multimedia, provide a text-alternative that identifies the
multimedia. For live audio-only and live video-only, conform to success
criterion 1.1.5."  in SUCCESS CRITERION 1.1.1   
with 
" except when non-text content is multimedia or live audio-only or live
video only"

3)  Dropping the note from 1.1.1 which used to read 
"Note: For requirements for synchronized alternatives for multimedia refer
to Guideline 1.2 Provide synchronized alternatives for multimedia."      
(move this commentary to the "how to meet" document.

4) move  1.1.5 up to 1.1.2  (pushing the others down) and rewording it to
include multimedia and dropping the words "purpose of" 

5) drop the note from below old 1.1.5 which used to read  
"Note: Refer to Guideline 1.2 Provide synchronized alternatives for
multimedia. for guidance on content that combines live audio and video."   
And put it into "how to meet" doc
