What is the meaning of "combined" in Guideline 2.3 L3 SC

*	"the combined area of flashes occurring concurrently (but not
necessarily contiguously)" is a difficult sentence to 
understand. Could you explain a meaning of "combined"?
*	SUGGEST 

*	Not changing the wording itself because this language matches
existing official language in guidelines used in multiple countries.  
*	Suggest instead that we do as questioner suggests and explain it in
the "HOW TO MEET" document by adding the following to the end of the INTENT:


*	"The combined area of flashes occurring concurrently (but not
necessarily contiguously) means the total area that is actually flashing at
the same time.  It is calculated by adding up the all of the areas of the
individual flashes on the screen that are occurring at the same time."

*	Then CLOSE the issue.

ITC will becoe Ofcom

*	The document refers to "ITC Guidelines" in a number of places. It is
important to note that the ITC has recently been incorporated in a new
regulator, called Ofcom, and as such no longer exists as such. Ofcom has
adopted most of its guidelines, but as these are being updated and replaced
the reference to "ITC Guidelines" will become invalid and they will become
"Ofcom Guidelines".
*	SUGGEST 

*	Adding the OFCOM guidelines reference to the references section for
2.3.1 and 2.3.2
*	CLOSING THIS ISSUE with the comment:  "All references to ITC have
been removed.  Future references to the guidelines will be listed as OFCOM"
