1. WCAG 2.0 conformance at level Triple-A means that all level 1, level 2 and level 3 success criteria in the guidelines are met assuming user agent <http://www.w3.org/WAI/GL/WCAG20/#useragentdef> support for only the technologies in the chosen baseline <http://www.w3.org/WAI/GL/WCAG20/#baselinedef> . Do we really mean that all level 3 success criteria are satisfied? I thought some level 3 success criteria don't apply to all web content.
