Team B's proposals are all related to Guideline 3.1 Level 3 Success
Criterion 5. We are proposing a slight change to the wording of the success
criterion as well as proposing definitions for words used in the SC that
had not yet been defined.

Proposal for Level 3 Success Criterion 5
Current wording:
When text requires reading ability at or above the upper secondary
education level, one or more of the following supplements is available:
1. A text summary that requires reading ability no higher than primary
education level.
2. Graphical illustrations of concepts or processes that must be
understood in order to use the content.
3. A spoken version of the text content.
Proposed wording:
When text requires reading ability above the lower secondary education
level, one or more of the following supplements is available:
1. A text summary that requires reading ability below the lower
secondary education level.
2. Graphical illustrations of concepts or processes that must be
understood in order to use the content.
3. A spoken version of the text content.
Rationale: To clarify that this criterion should be applied when text
requires reading ability of someone who has had (typically) more than 9
years of education (see definitions below). As it is currently worded and
per the definition of "secondary education level," it is confusing. The
definition of upper secondary education level is the approximately 3 years
of education that follows the (typical) 9 years of lower secondary
education. Therefore, referring to lower secondary education should make
this easier to understand.
Definition of "supplement"
Current definition: none
Proposed definition: supplement - Additional content that illustrates or
clarifies default text content, which users may use instead of or in
addition to the default text content. For example, there may be supplements
in text, graphics, and audio.
Definition of "Education level"
Current definition: none
Proposed definition: Education level - Years of school completed, or
highest degree achieved.
Definition of "Primary education level"
Current definition: none
Proposed definition: Primary education level - the approximate 6 year time
period that typically begins at ages 5, 6, or 7 possibly without any
previous education, according to the International Standard Classification
of Education (UNESCO, 1997).
Definition of "Lower secondary education level"
Current definition: none
Proposed definition: Lower secondary education level - Typically, the two-
or three-year period of education that begins after completion of six years
of school and ends nine years after the beginning of primary education,
according to the International Standard Classification of Education
(UNESCO, 1997).
Not for inclusion in the definition, but for WCAG WG information: this is
in contrast with upper secondary education level which is defined as the
approximate 3 year time period that typically begins at ages 15 or 16
usually after 9 years of full-time education according to the International
Standard Classification of Education (UNESCO, 1997).
