I took an action item [1] to propose wording for the description of "when does this technique work or not work" in the structure of documents proposal [2]. As I understood the discussion during the call, this point was intended to address both the concept of "applicability condition" as we've discussed in other calls of the techniques task force [1], as well as the indication of baseline similar to what was in one of Becky's proposals [4]. I think a way to cover these intents succinctly might be: "Indication of the technologies required by the technique, and technology features for which the technique is applicable."
