I think it is wrong. Title in frames should give information for identify the frame contents. I make always an example: think about a phone call and the options:
Choose 1 for menu
Choose 2 for detailed info
Choose ...
The same is the frame title, that give info about contents.
Btw, for long description is possible to use longdesc.

Question: In HTML, would it be good if the value of a title attribute given
to a frame element was the same as the value for the title element found on
the page being loaded by that frame element.
