A discussion of allowing granular conformance claims may involve possible issues of complication of the WCAG2.0 conformance model, an additional "dimension of variability" (with resultant interoperability concerns) among conforming WCAG2.0 offerings, and a reduced incentive for offerors to claim full AAA compliance as currently stated in WCAG2.0. QASpecGL [1] does not, according to my investigation, mention or define "granular conformance" (definitions are provided for "conformance", "conformance claim", and "strict conformance"), but does describe an Implementation Conformance Statement, which may be of some use in a discussion of granular conformance.
