about semantical use of markup

In HTML 4.01 and XHTML 1.1 and moreover in all of the languages recommends
by w3c the elements possess already they semantical scope.

Therefore, for example, use a <div> or a <span> (asemantical element) for
mark a title or a citation is a violation of validity of code according to
the relative recommendation.
