21 issues to close

If there are no objections, the following 21 issues related to Guideline 
2.4 will be closed on 23 September.

 "SUBS" means that the issue was subsumed because text that caused the 
issue is no longer present in the WCAG 2.0 document. 
"DUPL" means that the issue is a duplicate of another issue. 
"NONE" means that a proposal was incorporated into a draft.
