RE: First draft: proposal for guideline 4.2 level 1

Gregg correctly points out that the proposal should be redrafted to
clarify that the requirements apply to the content and to the
technologies in which it is written. This was true of my original
proposal but, as Gregg indicated, this wasn't made plain in the
wording.

I won't have any further time to work on this for a while, due to
other commitments.

Guideline 4.2: Use technologies supported by software that meets
accessibility requirements.

Success criteria for guideline 4.2

Level 1:
1. The content is implemented using technologies that are supported by
at least one user agent which meets the default set of requirements
for conformance to Level A of the User Agent Accessibility Guidelines
1.0.

2. Each of the technologies minimally required to create a functional
   presentation of the content is listed in the conformance profile of
   at least one user agent that conforms to UAAG 1.0.

3. All of the following statements are true with respect to the
   content and at least one user agent conforming to UAAG 1.0:

a. If the content provides visual styling, then the user agent's UAAG
1.0 conformance profile includes the VisualText label.

b. If the content contains at least one image, the user agent's UAAG
1.0 conformance profile includes the Image label.

c. If the content contains at least one animated image, then the user
agent's UAAG 1.0 conformance profile includes the Animation label.

d. If the content contains audio, then the user agent's UAAG 1.0
conformance profile includes the Audio label.

e. If the content requires support for author-defined event handlers
in order to be operable, the user agent's UAAG 1.0 conformance profile
includes the Events label.
