This is to support Guideline 1.3 and 2.4 (SC 1) Include a technique along the lines of HTML technique 5.14 to say : Headings, lists, paragraphs and data tables are used wherever appropriate; these have not been used incorrectly for presentation effect. The above structural elements help orientation and moving within content. (HTML technique 5.14 says "Use structural elements as needed" and covers 8 elements like code, cite, dfn, etc.) Following HTML techniques should also be related to Guideline 2.4 and not just 1.3: - HTML technique 3.1 re. section headings - HTML technique 6 re. lists - HTML technique 7 re. data tables For example, it is necessary to link to HTML technique especially 7.7 and 7.8 that relate to associating header cells to data cells. When this technique is followed it facilitates orientation and moving within content. The editorial note after 5.14 is relevant: Editorial Note: This is about several elements so perhaps should be split up. But it's really just a list of structural elements. Do we need that list in techniques? Can we point to some resource (e.g., HTML spec) in a single technique and say "use structural elements per the HTML spec"? Or do we have to list every possible structural element we want people to use - including the obvious ones like p? My comment: Yes it is useful to list these elements in this doc for HTML techbniques- in one place.
