HTML technique 1.2 and 14.1 both address title for frames. Is this duplication? HTML technique 1.2: All documents, including individual frames in a frameset, should have a title element that defines in a simple phrase the purpose of the document. This helps users to orient themselves within the site quickly without having to search for orientation information in the body of the page. HTML technique 14.2:Use the title attribute of the frame element to describe the contents of each frame. This provides a label for the frame so users can determine which frame to enter and explore in detail.
