[#900] Document readable without CSS support

The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft.

Issue 900 [1] recommends we create a technique that an HTML document must remain readable in the absence of CSS support. Since this is a WCAG 1.0 guideline [2] we should create the technique, though we might decide to adjust the current form of it.
