[css-techs] new draft for discussion and publication

Hello,

The draft that I published today [0] is not significantly different from 
the draft that I published last week.  In last week's message [1], I listed 
several to dos and completed the following:
1. Order of CSS concepts in document - reordered per the CSS 2.1 specification.
2. Cleaned up the references section
3. Added a list of contributors
4. Fixed xslt and dtd to generate blockquote element appropriately

Not done:
1. Some techniques need to be associated with a guideline and success criterion
2. Finish linking to CSS spec for each property.

If approved at Wednesday's and Thursday's teleconferences and if no major 
issues are raised on the mailing list, this draft will be published as a 
Working Draft on the Technical Reports page [2] this Friday.  If major 
issues are raised, we will determine how to address them at Thursday's 
teleconference.
