It could be written:
"The content is designed so that all of its functionality can be operated
from a keyboard or keyboard interface."
or
"All of the content is designed so that it can be operated from a keyboard
or keyboard interface."
or
"All of the content is designed to be operated from a keyboard or keyboard
interface."
etc.
I am not sure which is clearest (including Gregg's original proposal); the
differences are relatively minor.
