I forward message from Edean (www.edean.org): it seems that the Nordrhine Westfalia will apply the principles of WCAG 2.0 --- July 1, the state government of Nordrhine Westfalia has enacted a decree on barrier free information technology. It references four basic principles: Content must be -perceivable -operable -understandable -and robust. It makes reference to the German federal decree BITV as a benchmark. The conformance is mandatory for all state autorities of NRW and all municipalities in NRW. It includes public terminals and CD/DVD interfaces.
