Request for review: updated HTML Techniques draft

Please review the latest draft of HTML Techniques for WCAG 2.0.

The Techniques Task Force believes that this draft is almost ready for 
publication as a Working Draft on the W3C Technical Reports page [1].  We 
request that the rest of the WCAG WG review the document and comment on 
issues that should be addressed before publication as a W3C Working Draft.

By requesting to publish the HTML Techniques for WCAG 2.0 as a Working Draft:
   - we are  inviting review and comment on the document;
   - we are  making the public aware of the progress on the document;
   - we are *not*  claiming that the document is complete;
   - we are *not* claiming that it is free of errors.
There are many issues to resolve before this document is considered 
stable.  The list of issues is at:

This will be the first Working Draft of HMTML Techniques for WCAG 2.0.  As 
such, here is the process it must go through:

Please note that the suite of techniques documents are not on the 
Recommendation Track.  Instead, we expect they will cycle as Working Drafts 
until we decide to end work on them, in which case they will become 
"Working Group Notes" as described in the W3C Process Document:
