RE: character Input -- Checkpoint 2.1 (revisions from Jan 8 Telecon)

I'm not sure about the typical usage of 'keyboard assistive
technologies' - would it include mouse-like pointers?  would it include
speech recognition? Cursor control keys are already included in
'keyboard' I think - if so, it is redundant.
