How about the issue of system defaults on colors?  The benefits are:

1.  It stands a very good chance of being contrasty-enough.
2.  It stands a good chance of meeting the user's specific needs.

Oh wait -- there it is at the bottom, under user-defined CSS. In my
opinion it's a valid recommendation for the "colors" section, not
buried in the appendix.
