Even if William's contention be correct (and on this point I am not here expressing an opinion) the requirement could nevertheless be interpreted as follows: an attentive reader, with limited technical knowledge, who reads the guidelines and checkpoints together with any accompanying introductory material, explanations, definitions etc., should be able to understand the requirements of accessibility which are set forth in the document. The details presented in the Techniques may however presuppose knowledge of the technologies (data formats and software protocols) to which they respectively apply, so that a reader who is familiar with a given technology can understand, and implement, the relevant techniques. Note: what I have offered here is not meant to be a definitive interpretation of the proposed Charter requirement, but merely an example of the flexibility which is open to the working group in applying it.
