The text of 2.2 does not address the question of how to decide when it is deemed practicable to use a style language, or when one is "available". I agree that it seems that in conforming to WCAG 2.0 images of text can be used for almost anything. This seems like a bug to me. In WCAG 1.0 11.1, 11.2, and 11.4 all pointed towards requirements for using W3C Recomendations for the web in preference to other languages. THe Authoring Tools Accessibility Guidelines version 1.0 also amkes this a P2 requirement. It isn't refelcted in the WCAG 2.0 draft. Is there a reason why it was dropped? If someone were to use WCAG 2.0 to answer Len's question, "Are small graphical text buttons level two compliant?" I believe they would answer "yes, as long as the image has alt-text." It is my understanding from the discussion that our intent is to minimize the use of text in raster images.
