raster/vector

In case anyone isn't familiar with the "why" of Wendy's use of "raster" in 
her recent rewording of 3.1 take a look at 
http://www.w3.org/TR/2000/NOTE-SVG-access-20000807/#What to see why there's 
a problem for people who must use high magnification to access such images 
vs. less problem with "vector" images.
