New draft of WCAG 2.0

Changes

The Changes reflect decisions made at the 5/6 October face to face [1] and 
the 12 October telecon [2].

1. Two classes added and used to markup edits:
proposed = edits not yet reviewed or accepted by the working group
new = edits that have been accepted by the working group but are still 
relatively new and we are not completely sure of them.
2. Added new section to the Introduction, "Why publish a new version?"
3. Edited checkpoint 2.1 for clarification.
4. Edited checkpoint 2.3 to be clear and to combine it with the previous 
2.4 and 2.5
5. Added text to the explanation of checkpoint 3.2.
6. Replaced "avoid" with "do not use" in checkpoint 4.3, 6.2, and 6.3, the 
language seems too strong yet it is more clear.
7. Combined checkpoints 6.1 and 6.4 into 6.1.
