where does the lang technique fit in the 2.0 Guidelines?

WCAG 1.0 contains Guideline 4: Clarify natural language usage. Its checkpoints cover identifying the natural language of text in a document and expanding abbreviations and acronyms. Where do these items fit in WCAG 2.0? Are they techniques for presenting the content auditorily (Guideline 1)?
