Is there a hyperlink path from 7.1 to some sort of information about
phototropic epileptic seizures?  Is this dependency the kind of thing
addressed in the impact matrix?  Are we integrating an impact matrix in our
resource bundle?  [traceability of impacts by some means or other?]
