EARL 1.0 Test Schema

Just a draft. The schema is attached as <<1.0.n3>>, the documentation
as <<1.0doc.html>>, and the transformation as <<getdoc.n3>>. Command
line:-

   cwm 1.0.n3 getdoc.n3 --think --strings > 1.0doc.html

Comments etc. are most welcome.
