I switched the order of 5.1.A and 5.1.B as per Michael's comment that we 
first need to determine the purpose of the table before we can check row 
and column headers. They now read:

Technique 5.1.A Determine the purpose of the table
Technique 5.1.B [priority 1] Check the table for row and column headers
