REQUEST: Update availability for 2015 F2F meetings

Greetings all,

At today's teleconference meeting, it became clear that we would likely be
unable to get a significant number of us to Japan for TPAC.  As an
alternative, Howard has offered to host room space at the November
Accessing Higher Ground Conference in Boulder, Colorado.
