Developing Organizational Policies on Web Accessibility Overall Observation I like the outline. It is lean, but covers most of the essentials. This should linked to the implementation procedures if only to say that items like time line should be coordinated with developing an implementation plan. Paralell development of policy and precedural planning is common. A disclaimer regarding intellectual property / academic freedom / non-interference with authoring content development may be necessary. As stated it appears that needs of employment are confined to Authoring Tools. Also, Conformance with Local Law is usually more important than WCAG regarding content. We would prefer WCAG conformance, but many organizations will be motivated by law rather than moral consideration.
