Easy Checks - Forms section

Sharron, Anna Bell, and I talked about the forms section some more today.

It's *really* tricky because you can *not* get definitive pass or fail with an easy check because of the different options that can meet WCAG 2.0. (Explicit labels are not an absolute requirement like they were in WCAG 1.0.) Checking for label itself is a bit hard for an easy check, checking for explicit labels is harder, and there is a high likelihood of false failures if just checking for explicit labels.

Based on the criteria for what to include in Easy Checks <http://www.w3.org/WAI/EO/wiki/Eval_Analysis#Criteria_for_checks>, we would *not* include form labels because of this; however, some people feel strongly that we should anyway.
