EOWG: Substantially updated Standards Harmonization document

Dear EOWG:

I have substantially updated the standards harmonization draft. For 
active EOWG participants, it is now a complete draft that is ready on 
the weekly agenda for your review prior to and discussion during this 
Friday's EOWG meeting.

I believe that this takes care of the great majority of the feedback 
received to date. This took longer than expected; thank you to those 
who were on review standby earlier in the week. Please let me know if 
I've missed feedback. Thank you also to Sharron for her proposed 
revisions of the last section, and to all for your suggestions during 
our recent meetings.

collection and management of comments:

(Comments in email are fine if the survey isn't open yet, though it 
should be shortly.)

For change requests that seem clear and straightforward to make, and 
that people have a chance to send by Thursday COB US Eastern time, I 
will try to address these by Thursday night in advance of our meeting 
on Friday and will indicate what changes I have made. For those 
active participants who don't have a chance to send review comments 
before the meeting, comments soon afterwards to the extent possible 
would still be helpful, given the time-limited offer we've received 
for translation help.
