The confusion arises in theory versus actual practice.

Yes, it was Tim's initial principle. And it remains his and many of our goals.

Some lay people don't know the difference between "the web" and
"HTML"...or for that matter "the web" and "Internet Explorer".

One idea that may help is to define "The web". Or link to a definition
[1]. If that term was clarified it couldn't be convoluted to mean
"HTML5" or something else.
