I am reading this again [1]. Comments to archive for now, until next time we work on the document again. Perhaps it might be useful to tactfully suggest to people that the problems they are having are due to their not knowing how to use the browser. For example, text size might simply be a question of knowing how to adjust this in the browser. Colour combinations could be about knowing how to turn off stylesheets. This could help people avoid contacting organisations unnecessarily. WAI already has some of this information [2] so it could be enough to link to it.
