If cut/paste can "hand it to them on a plate", that would be great - else this is OK. In fact the same document could serve both the WCAG-to-MWBP route and the "both" situation? E.g., "Step 1: if you have already complied with some version/level of WCAG, then skip to step X" Step 2: choose version/level.
