I hope somebody with a degree in jargon detection will analyz(s)e this because such phrases as "... designed with accessibility barriers that create unnecessary difficulties..." beg (or even cry out) for monosyllabification. Something like "make Web use hard"? I'm too busy aging gracefully to undertake this project, but it is clear that there are lots of such things in this. It must be what it seeks to cause.
