WCAG 2.0 development page

As requested during the EO call, here is the new WCAG 2.0 development
page. Techniques documents are currently present for CSS, PDF, HTML,
Non-W3C Technologies, and Client-Side Scripting. SMIL, SVG, and
server-side strategies are under development.
