Just had a quick look and the WHO has information on adult literacy by
country
http://www-nt.who.int/whosis/statistics/reported/reported.cfm?path=statistic
s,basic,reported&language=english
but I couldn't (surprisingly) locate any statistical information about
regular disabilities.
