AUWG Action Item: Moving "Conformance Levels" to "Conformance" section

I took an action to fix up the Conformance section in response to Tim's 
email (http://lists.w3.org/Archives/Public/w3c-wai-au/2008OctDec/0048.html)

I have attached a proposal. The main things to note:
- "Conformance Levels" section brought down from the Introduction
- I've tried to follow the WCAG 2.0 wording/format where it made sense.
- the "disclaimer" is moved into the "Conditions on Conformance Claims "
- general word-smithing so I suggest reading the whole thing

Hopefully this can get onto the survey for Monday's call.
