I suggest that guidelines 3.3 (Provide Rationales which stress Universal Design) and 3.4 (Promote Accessibility in all help examples) should become checkpoints under 3.6 (Integrate Accessibility Solutions Naturally There should also be a cross-referenced checkpoint under section 3.2 (Provide Comprehensive Accessibility Help) which stresses Universal design.
