Dear W3C management,

CAICT (http://www.caict.ac.cn/) would like to become LTO for developing an authorized translation of Decentralized Identifiers (DIDs) v1.0 (https://www.w3.org/TR/did-core/). For the stakeholders, we are recruiting now, and we will notify W3C as long as we have the list. We would like to go on the Chinese translation simultaneously.
