Regarding the CAT, can you please upload the Ukrainian translation file on your site and then send its URI to us? The translation's page format is expected to be identical to the original English document of WCAG 2.1. To do so, you may:

1) copy the English document's page source file and place translations accordingly.

In addition to MDT, the project closely works with the Human Rights Commissioner, the Ministry of Social Affairs and the Office of the First Lady who coordinates barrier-free initiatives across Ukraine.

The web accessibility domain is one of the DIA Support Project’s core directions where it has been making continuous efforts in close cooperation with MDT. Specifically, in September 2021 we presented two joint studies on digital accessibility: “Inclusiveness and human rights at the forefront. Accessibility of e-government services and tools for citizens in Ukraine” and “International practices on the accessibility of mobile applications of public authorities.” Both studies showed that public resources in Ukraine only partly met universal web accessibility standards.

By considering recommendations from these studies, MDT with the support of UNDP has started to create a digital accessibility national standard based on the European standard EN 301 549. Basically, this standard, which hopefully will be adopted early in 2022, fully mirrors the requirements stated in EN 301 549. The standard is planned to be adopted in parallel with respective Decree of the Cabinet of Ministers of Ukraine.  In this regard, the Ukrainian official translation of WCAG would have critical importance as an inevitable part of future general technical standard in Ukraine.

Apart from the standard’s promotion, the project conducts thematical training by involving visually impaired certified web accessibility experts who, among other aspects, have developed methodology for monitoring of the public resources’ level of accessibility. The methodology first is used to assess 100 government-sponsored websites and lately will be easily utilized by Ukrainian public authorities for autonomous assessment of their web-based informational resources.

As stated in the beginning, the DIA Support Project expresses its readiness to coordinate the whole process of WCAG translation which is planned to be performed jointly with the stakeholders (please see Attachment 1) representing public, non-governmental institutions and the local business that works with web accessibility domain. Such a wide and diverse web accessibility network will review the first draft which will be provided by our project. All institutions and individuals participating in translation review and/or approval of the final version of the document will be recorded.

To summarize this letter, please provide your approval that DIA Support project will be LTO for authorized Ukrainian translation of WCAG 2.1. And kindly advise on our further steps to be taken. The UNDP Ukraine and MDT are also ready to send an official letter of intent, if needed.
