Summary of the CAT review period and the process prior

Dear participants in the translation process and W3C


The review period for the Candidate Authorized Translation (CAT) of WCAG 2.1 in Norwegian (bokmål) is now over. The Norwegian Digitalisation Agency (Digdir) notified the stakeholder organisations on March 25. Moreover, both Digdir and the Norwegian Communications Authority (Nkom) have promoted the review through our channels. As a result of this, Digdir has not made any changes in the translation compared to the CAT.



We believe the lack of comments has to do with the broad involvement of the stakeholders in the process which lead to the CAT. All the stakeholders took part in a series of meetings online and improved the translation through 290 comments prior to the CAT review period. Moreover, the stakeholders were chosen to be representative also for others with an interest in the WCAG 2.1 translation.



The quality assurance prior to the CAT review period followed roughly these steps:

1.                  Rough translations on the new parts

2.                  The work group (WG) “washed” the translation in order to make it more correct and understandable

3.                  Combination of written feedback and online meetings with the group of stakeholders coordinated by the WG



To ensure a consistent use of terms and phrases, both within the document and referring to other relevant documents, we have aimed on using the same translations as used for example in:

·                     EN 301549

·                     EU’s Web Accessibility Directive

·                     CRPD

·                     How certain words and phrases have been used in Norwegian legislation



Moreover, we have aimed on using plain language to make the translation as easy to understand as possible while at the same time respecting the original wording and structure. To reach this goal, we have tried to use Norwegian words where this is feasible. At the same time the most important has been to make sure that the translation is accurate and understandable. Some words have therefore not been translated into Norwegians, since the English word is commonly used also in Norwegian language although it can be translated. In other cases, we have used the Norwegian phrasing, but to make the translation more understandable, the English word has been kept in brackets after the Norwegian translation.



All the comments from the stakeholders (290 in total) are logged. Most of the comments are related to accuracy in translation, grammar and how similar words and phrases have been used elsewhere or can be misunderstood. Some comments aimed on improving the translation in order to make the requirements easier to understand. These comments have only been implemented if they do not infringe the original text, although the WG acknowledge that the English wording could be improved.


A majority of the stakeholders have already formally confirmed their review and the accuracy, and more confirmations will most likely come throughout the week. Based on the above, Digdir recommends W3C to promote the CAT to an Authorised Translation.

 

Once W3C has decided to promote, Digdir is ready to deliver a valid (X)HTML with UTF-8 encoding, using the same presentation style as the original document (via CSS style sheets predefined by W3C) and following the guidelines of the W3C I18N Activity.

 


Kjære deltakarar i omsetjinga og W3C

Høyringsfristen for kandidatomsetjinga av WCAG 2.1 til norsk (bokmål) er no over. Digitaliseringsdirektoratet (Digdir) varsla referansegruppa om høyringa 25. mars. Vidare har både Digdir og Nasjonal kommunikasjonsmyndigheit (Nkom) nytta sine kanalar for marknadsføre høyringa. Vi trur dette har å gjere med den breie involveringa av nøkkelverksemder i prosessen fram mot kandidatomsetjinga. Referansegruppa har teke del i ei rekkje nettmøte og styrka omsetjinga gjennom 290 kommentarar i forkant av høyringa. Dette må vidare sjåast i samanheng med at deltakarane i referansegruppa vart valt ut med det føremål at dei også skulle vere representative for andre med interesse i omsetjinga av WCAG 2.1.

Kvalitetssikringa i forkant av høyringa har i hovudsak følgd desse stega:

  1.  Utarbeiding av eit grovutkast til omsetjing av dei nye delane
  2.  Arbeidsgruppa «vaska» omsetjinga for å gjere den betre og forståeleg
  3.  Kombinasjon av skriftlege tilbakemeldingar og digitale møte med referansegruppa, koordinert av arbeidsgruppa

For å sikre ein konsistent bruk av termar og frasar, både i dokumentet og sett opp mot andre relevante dokument, har vi sett til andre omsetjingar, til dømes:

  *   EN 301549
  *   EUs Webdirektiv
  *   CRPD
  *   Korleis ord og frasar er nytta i norsk lovgjeving

Vidare har vi teke sikte på å bruke eit klart språk for slik å gjere omsetjinga så enkel som mogleg å forstå, samstundes som at det ikkje endrar på den opphavlege forståinga og strukturen. For å nå dette målet har vi freista å bruke norske ord der det let seg gjere. Samstundes har det viktigaste vore å sikre at omsetjinga er presis og forståeleg. Nokre ord er difor ikkje omsett til norsk, sidan det engelske omgrepet også er mykje brukt i norsk språk, sjølv om det kan omsetjast til norsk. I andre tilfelle har vi nytta det norske omgrepet, men teke inn det engelske omgrepet i parentes for å gjere omsetjinga meir forståeleg.

Alle innspela (totalt 290) frå referansegruppa er loggførde. Dei fleste innspela knyter seg til omsetjingas presisjon, grammatikk og korleis liknande ord og frasar er nytta andre stader eller kan misforståast. Nokre innspel tek sikte på å forbetre omsetjinga for å gjere det enklare å forstå krava. Desse innspela er berre implementerte når dei ikkje bryt med den opphavlege teksten, sjølv om arbeidsgruppa erkjenner at den opphavlege ordlyden kunne vore forbetra.

Størsteparten av referansegruppa har allereie formelt stadfesta at dei har gått gjennom omsetjinga og går god for presisjonen, og fleire stadfestingar kjem truleg i nær framtid. Basert på det føregåande, tilrår Digdir at W3C går vidare med kandidatomsetjinga i retning å autorisere ho.

Når W3C vel å gå vidare med omsetjinga, er Digdir klar til å levere dokumentet i (X)HTML-format med UTF-8-koding som brukar den same visningsmåte som det opphavlege dokumentet (med CSS-stilark førehandsdefinert av W3C) og som følgjer retningslinene i W3C I18N Activity.
