LTO Submission of Intent: WCAG 2.1 translation to Russian

Dear Colleagues,

Hereby ICO Information for All notifies W3C and all concerned parties of 
their intention to become LTO for WCAG 2.1 translation to Russian.

ICO Information for All (ICO IFA, http://ifap.ru/eng/) is Russian NGO 
established in 2002 whose primary goal is to promote and develop information 
society and knowledge societies. ICT for Unchallenged Capabilities Programme 
is realized by ICO IFA since 2008 to promote the ICT for inclusion of 
disabled persons.

Eugene Altovsky proposed as a head of volunteers group of translators and 
editors. Mr. Altovsky’ translations from English to Russian of international 
organizations’ documents (e.g. UNESCO, IFLA, CoE, etc.) was recognized by 
local expert community and some of them have got official translation status 
from relevant organizations. In addition, Mr. Altovsky was a member of the

1. Mr. Andrei Anisimov, website administrator for All-Russian Society of 
Disabled Persons’s newspaper “Hello, people!” (http://invamagazine.ru),

2. Mr. Ivan Borshchevsky, Accessibility Division Manager in RuFilms, LLC 
(http://rusubtitles.com). RuFilms is one of leading companies in the field 
of the audiovisual translation in Russia. The Accessibility Division 
provides accessible information in different ways: closed captioning, audio 
description, easy-reading texts, etc. Ivan Borshchevsky is a linguist, 
audiovisual translator, and an audio describer. A member of the Association

specialized in service for disabled persons and disabled person service

6. Mr. Anatoly Kamynin, co-founder and administrator of the leading 
community-powered Russian project on ICT for the blind and low-vision users 
(http://tiflocomp.ru). Tiflocomp Portal, started in 2004, strives to empower 
Russian-speaking BVI community by accumulating and sharing information about 
accessible ICT. It promotes knowledge, experience, and techniques that 
enable visually impaired people to use computers and smartphones to the most 
of their potential. As a user-for-user initiative Tiflocomp effectively 
encourages people to utilize accessible ICT as the means for personal

As for 1.1.1 requirement of Policy for Authorized W3C Translations regarding 
W3C Host or Office in Russia, it seems to be suspended now.

Further please be advised that relevant public announcement was made in 
September in Russia. It invites all concerned parties without restrictions 
except requirement for relevant qualifications (i.e. English and Russian 
knowledge for translators; ICT, disabled persons problematics, etc. for 
editors). Therefore, the final composition of the working group may include 
more persons and organizations.
