Intention to translate Understanding WCAG 2.1

Hi, in agreement with the official Italian translation organizations for
WCAG 2.1 as official translation, we would like to inform that we are going
do start - for a better support - the translation of understanding WCAG 2.1.

We know that will not be an official translation but we would like to notice
