On 9 October 1996, the ERB will vote to decide the following question.
A non-binding preliminary vote indicates the ERB is now leaning to Yes.

A.18 XML will have declarations for elements, attributes, and
non-XML notations, but not for short-references or links (11.1).
(Whether it will have declarations for entities depends on question
A.17.)
